About the Trainer
Manette Donovan is a Massachusetts Attorney concentrating primarily in the area of consulting with regard to low income housing programs. She provides guidance to Housing Authorities and owners of federally assisted housing in areas pertaining to programs and applicable regulations. She has made presentations relating to matters such as the Restrictions on Assistance to Noncitizens Rule, State and Local Welfare Reform, the Family Self Sufficiency Program, Criminal Offender Record Information, the Section 8 Management Assessment Program, Enhanced Vouchers, Section 8 Program Terminations, Section 8 Landlord and Tenant Relations, Managing a Housing Authority in Difficult Times, Lead Based Paint, the Violence Against Women Act, the Section 8 Waiting List, and Service and Assistance Animals.
Ms. Donovan is a graduate of Providence College and received her law degree from Western New England College School of Law. She is a member of the Massachusetts Bar, the Section 8 Administrators Association, Inc., Massachusetts Chapter of the National Association of Housing and Redevelopment Officials and the New England Chapter of the National Association of Housing and Redevelopment Officials. She is the recipient of the 2013 Section 8 Administrators Association Award for Service to the Association and the 2015 First Justices’ Award for Pro Bono Excellence.
