Rent Calculation for State-Aided Public Housing

Mass NAHRO is pleased to present an important and informative class for housing authority staff who are responsible for the calculation of rent in public housing. This class focuses on the state regulations contained in 760 CMR including essential information for housing authorities to comply with DHCD’s regulations concerning Veterans, Working Seniors and Welfare to Work income exclusions. We will also cover the Medical Expense Publication 502 and allowable deductions for service animals. This training will help your staff understand how to deal with assets and understanding the capital gain calculations. Participants will receive a handbook that will

provide a valuable reference tool for addressing all aspects of determining the correct rent for tenants of state aided public housing. 

By the end of this training, you should understand how to calculate rent, obtain the correct income verification, and how to deal with residents who fail to provide documentation in a timely basis.  

During this class you will have an opportunity to ask questions and learn from the successful 
experiences of others.


Learning Objectives


Upon completion of the Rent Calculation Class, you should be able to:

·         Identify the state regulations that the housing
   authority must follow

·         Recognize the various methods of income and asset verification

·         Understand how preform rent calculation correctly which will help your
   agency avoid unnecessary audit findings.

·         Apply good analytical principles

·         Identify the allowable income exclusions

·         Insure resident’s compliance with reporting requirements

·         Identify the strategies for determining unreported income.

·         Recognize all the components of correct rent determination.


About the Trainer

Gene Capoccia is Mass NAHRO’s trainer for this class.  For the past 20 years, Gene has been a trainer for one of the most recognized national training firms in the field of Public Housing. Gene specializes in classes for Federal Procurement Regulations, Capital Fund and Housing Quality Standards, amongst others.  In addition, he has trained the Maintenance Management class for Mass NAHRO.   

Gene began his career at the Waltham Housing Authority and retired as Executive Director of the Leominster Housing Authority after more than 25 years.  Gene served as President of Mass NAHRO and participated as a member of a number of Mass NAHRO committees.  Gene holds a Master’s Degree in Urban Studies from City University in New York.     



Registration fee is $199 for members and $299 for non-members and includes continental breakfast, lunch, materials and calculator. The workshop will go from 8:30 AM - 4:30 PM.
