Service and Assistance Animals in Public Housing


The terms Service Animal, Assistance Animal, Emotional Support Animal, Comfort Animal, Companion Animal and Therapy Animal are often used but, in many cases, misunderstood.  


What do Service and Emotional Support Animal identification cards mean? Can a PHA ask for verification of animal training? If a Pet Policy does not apply are there any restrictions?

From Monkey to Snake to Miniature Horse… What is the analysis? Come to this session for discussion of the various definitions and tests under the Fair Housing Act (FHA), Section 504 of the Rehabilitation Act of 1973 (Section 504), and the Americans with Disabilities Act (ADA).



About the Trainer

Manette Donovan is a Massachusetts Attorney concentrating primarily in the area of consulting with regard to low income housing programs.  She provides guidance to Housing Authorities and owners of federally assisted housing in areas pertaining to programs and applicable regulations. She has made presentations relating to matters such as the Restrictions on Assistance to Noncitizens Rule, State and Local Welfare Reform, the Family Self Sufficiency Program, Criminal Offender Record 

information, the Section 8 Management Assessment Program, Enhanced Vouchers, Section 8 Program Terminations, Section 8 Landlord and Tenant Relations, Managing a Housing Authority in Difficult Times, Lead Based Paint, the Violence Against Women Act, and the Section 8 Waiting List.

Ms. Donovan is a graduate of Providence College and received her law degree from Western New England College School of Law.  She is a member of the Massachusetts Bar, the Section 8 Administrators Association, Inc., Massachusetts Chapter of the National Association of Housing and Redevelopment Officials and the New England Chapter of the National Association of Housing and Redevelopment Officials. She is the recipient of the 2013 Section 8 Administrators Association Award for Service to the Association and the 2015 First Justices’ Award for Pro Bono Excellence.  



Registration fee is $149 for members and $249 for non-members and includes lunch & materials. The workshop will go from 10 AM - 2 PM.
