Thomas J. Connelly, Jr. Executive Director of MassNAHRO, has announced his retirement effective October 1, concluding a distinguished 42-year career in public housing.
Tom has served as MassNAHRO’s Executive Director for 38 of the association’s 45 years, during which time he was the state’s top advocate on Beacon Hill for the preservation and growth of local public housing. MassNAHRO represents 246 local housing authorities that own or manage over 49,000 units of state-funded public housing across Massachusetts. During his tenure, the Massachusetts Legislature has passed seven housing bond bills with an eighth currently pending. These bond authorizations contained over $2.6 billion in funding to preserve state-aided public housing.
In addition, during Tom's 38 years at the helm, MassNAHRO began and continues to administer the first-in-the-nation central wait list for Section 8 applicants at 112 public housing authorities statewide. Under his leadership, MassNAHRO formed a self-insured group in 1992 providing low-cost workers’ compensation coverage for 214 local housing authorities in Massachusetts.
In recognition of his service to public housing, Tom received commendations from the House and Senate, a Joint House/Senate Resolution in 2010, and a citation from former Governor Deval Patrick for his decades of dedicated service towards the preservation of local public housing. He has also received MassNAHRO’s Presidents Award three times for outstanding service to the Association and public housing statewide.
Prior to becoming Executive Director of MassNAHRO, Tom served as Executive Director of the Wellesley Housing Authority from 1975 to 1979, and he has been an elected board member of the Milton Housing Authority. Tom holds a Bachelor of Science degree from Bentley University and a Master’s Degree in Public Administration from Suffolk University. He is a 46-year member of National NAHRO and has been a Certified Public Housing Manager (PHM) since 1981.
