Qualifications: Two years experience in a housing community development, public administration or a closely related field. Certification as a Public Housing Manager from a HUD approved organization is desired, and may be substituted by certification as a property manager or similar classification by a nationally recognized housing or real estate organization, or by certification as a MPHA of a DHCD approved Massachusetts Public Housing Administrator Certification Program. Two-year full time post secondary education in a related field may substitute for up to one year of experience.

Description: The Tyngsborough Housing Authority (THA) is seeking qualified and experienced applicants for the position of Executive Director (ED). The ED will function under the cognizance of the THA Board of Commissioners. The ED will be responsible for managing the operation and maintenance of (94) 667 - units, (1) 689 program, (1) MRVP and (14) 705 - single family units, to include selection of tenants, drawing of and signing leases, collection of rent, and use of legal action; maintaining THA housing facilities to provide a high degree of livability and appearance at low cost; hiring, supervision of, and discharging THA employees; purchase of equipment, materials and labor essential to good and proper maintenance of THA facilities; maintaining adequate inventory of equipment and materials; and negotiation of contracts. The ED will be responsible for implementing, enforcing and recommending changes to THA policies and procedures; preparation of Management Program budgets and operating statements; keeping regular receipt and expenditure books of account and monthly reports of all transactions and the financial condition of THA; and compliance with all Commonwealth and Federal regulations and laws. The ED will be responsible for care and custody of all THA funds and keeping the records and meeting minutes of the THA, in good order and legal form. The ED will keep regular office hours, Monday through Friday each week. This is a part time position, 26 hours per week, minimum. Benefits and workweek are set by Massachusetts Department of Housing & Community Development (DHCD) guidelines. Subject to approval by DHCD, the initial contract will be for a period of one year with the option of renewal for a period of one to three years, upon satisfactory performance review.
Salary Range: $39,602 to $40,960 -- set by DHCD guidelines and commensurate with experience.

Qualifications: Candidates must possess knowledge of Public Housing management; experience in administration and finance; knowledge of fiscal, personnel and administrative management systems; and have supervisory experience. A minimum of three years experience at a senior management level with a Massachusetts Public Housing Authority is preferred. A Bachelors Degree in Public Administration or related field is preferred.
