The bill includes $575.4 million in authorizations, and a number of important policy pieces. Notably:

  • Amendment 461, sponsored by Senator Michael Rush, would provide $1.5 million to be used for grants to support vacancy turnover initiatives at local housing authorities was ADOPTED.
  • Amendment 201, which would have required a certain percentage of hours worked on projects over $1,000,000 be performed by apprentices, was WITHDRAWN after being redrafted to raise the threshold to $10,000,000.

The Senate and House will soon appoint a Conference Committee to reconcile the differences between the House and Senate bills and create a final version of the Economic Development Bill. This bipartisan legislation contains a multitude of policy pieces to expand financing tools, reduce administrative barriers, work to streamline development processes, and preserve existing affordable housing stock. This is a huge win for housing authorities, local governments, and all providers of affordable housing. This is the product of years of work and priorities such as RAD expansion, HOME modernization, environmental review streamlining, CDBG flexibility, and rural housing preservation are all significant. This PHN revises the implementation schedule for the December 31 FYE (12/31) cohort. This updated schedule will replace prior implementation guidance in previously issued guidelines and establishes the revised timeline for using CapHub to prepare and submit Capital Improvement Plans as part of the Annual Plan process.
