HOTMA: Policy Impact and Analysis

Summary:  The Housing Opportunity through Modernization Act (HOTMA) had made a myriad of changes to the Housing Choice Voucher Program and Public Housing.  This course focuses on the policy changes and impacts that HOTMA will have on the agency administrative plan/ACOP.  It will cover only the program changes and how they impact your program and policy.  It will discuss the pros and cons and provide a participant guide so that participants have useful tools to customize the policies and incorporate into your agency documents.  

Objectives: 

  • Effectively understand the components and requirements of HOTMA.
  • Understand where your agency will need to create, change, amend or update policies.
  • Ensure compliance with the HOTMA.
  • Understanding mandatory changes and where the agency choice is a factor.
  • This class will first discuss the regulatory guidance and where policy change is required.  After it will discuss the policy considerations when and where the PHA has options and the pros and cons of each.

Presenter: Victoria Main, NAHRO

Victoria has over 35 years of experience in the affordable housing field, including serving as an Executive Director of a housing authority, a national consultant providing assistance to public housing authorities and elected officials, as well as various positions in the Department of Housing and Urban Development (HUD).  

In HUD Headquarters, she served as Senior Advisor in the Office of Troubled Agency Recovery, Director of the Office of Public Housing in Jacksonville, Florida and the Regional Public Housing Director for the Southeast and Caribbean, where she directed 12 offices of Public Housing in the field and had responsibility for 973 public housing agencies.  During COVID, she returned to HUD to coordinate aspects of CARES Act implementation.

While Executive Director, Victoria lead a public housing agency out of troubled status to position it for redevelopment.  As a consultant, she assisted public housing agencies in developing policies and procedures for public housing and Housing Choice Voucher operations, conducted research for HUD and developed and conducted training.

 

Cancellation Policy: MassNAHRO must receive written notice of cancellation at least eight (8) days prior to the event. Refunds will not be given in cases where a registrant cancels less than eight (8) days in advance or fails to attend. When payment is not received prior to the event, registrant is responsible for the full registration fee if written notice of cancellation is not received by MassNAHRO at least eight (8) days prior to the event. Registration fees can not be applied to future training or events.
