The Housing Authority performs Criminal Record checks under Massachusetts law to determine if applicants have engaged in violent or drug related criminal activity which may disqualify them from housing programs.  This training will provide an overview of the requirements under the Massachusetts General Laws and regulations governing use and access of CORI as well as the manner for housing denials based upon such information.  This training will also address the changes which were made to the CORI regulations requiring the maintenance of a secondary dissemination log and the requirements relative to cloud storage.

Presenter: Manette Donovan is a Massachusetts Attorney concentrating primarily in the area of consulting with regard to low income housing programs.  She provides guidance to Housing Authorities and owners of federally assisted housing in areas pertaining to programs and applicable regulations. She has made presentations relating to matters such as the Restrictions on Assistance to Noncitizens Rule, State and Local Welfare Reform, the Family Self Sufficiency Program, Criminal Offender Record Information, the Section 8 Management Assessment Program, Enhanced Vouchers, Section 8 Program Terminations, Section 8 Landlord and Tenant Relations, Managing a Housing Authority in Difficult Times, Lead Based Paint, the Violence Against Women Act, the Section 8 Waiting List, and Service and Assistance Animals. Ms. Donovan is a graduate of Providence College and received her law degree from Western New England College School of Law. She is a member of the Massachusetts Bar, the Section 8 Administrators Association, Inc., Massachusetts Chapter of the National Association of Housing and Redevelopment Officials and the New England Chapter of the National Association of Housing and Redevelopment Officials. She is the recipient of the 2013 Section 8 Administrators Association Award for Service to the Association and the 2015 First Justices’ Award for Pro Bono Excellence.

 

Cancellation Policy: MassNAHRO must receive written notice of cancellation at least eight (8) days prior to the event.  Refunds will not be given in cases where a registrant cancels less than eight (8) days in advance or fails to attend.  When payment is not received prior to the event, registrant is responsible for the full registration fee if written notice of cancellation is not received by MassNAHRO at least eight (8) days prior to the event.  Registration fees can not be applied to future training or events.
