Limited English Proficiency

Under Title VI of the Civil Rights Act, recipients of federal financial assistance have a responsibility to ensure meaningful access to their programs and activities by persons with limited English proficiency (LEP).  State regulations at 760 CMR 402 now require that PHAs adopt a Language Access Plan.   

The training will review HUD and DHCD Guidance on Limited English Proficiency including the Final Guidance to Federal Financial Assistance Recipients Regarding Title VI Prohibition Against National Origin Discrimination Affecting Limited English Proficient Persons. 

The training will address the four factor analysis which should be completed by the PHA to assist with the preparation of an effective Language Access Plan. PHA obligations relative to translation of vital documents, provision of interpretation services and safe harbor guidance will be addressed in detail.
