This training will assist the PHA in avoiding the exposure that is found in the failure to respond or properly address such direct and indirect requests. The scope of the training will cover the following:  Difference Between a Reasonable Accommodation and Reasonable Modification, Tips to Avoid Legal Exposure (short list of DON’Ts based upon case law), Review of Qualifying Disability, What Can (and Cannot) a Housing Provider ask regarding a Disability, The Importance of the Interactive Dialogue, Review of the Nexus between the Disability and the Accommodation, When the issue of Reasonable Accommodation can be raised, Exceptions to the Duty to Accommodate, Service Animals, Assistance Animals & Comfort Animals.

 Presenter: Manette Donovan, Esq.

Manette Donovan is a Massachusetts Attorney concentrating primarily in the area of consulting with regard to low income housing programs.  She provides guidance to Housing Authorities and owners of federally assisted housing in areas pertaining to programs and applicable regulations. She has made presentations relating to matters such as the Restrictions on Assistance to Noncitizens Rule, State and Local Welfare Reform, the Family Self Sufficiency Program, Criminal Offender Record Information, the Section 8 Management Assessment Program, Enhanced Vouchers, Section 8 Program Terminations, Section 8 Landlord and Tenant Relations, Managing a Housing Authority in Difficult Times, Lead Based Paint, the Violence Against Women Act, the Section 8 Waiting List, and Service and Assistance Animals. Ms. Donovan is a graduate of Providence College and received her law degree from Western New England College School of Law.  She is a member of the Massachusetts Bar, the Section 8 Administrators Association, Inc., Massachusetts Chapter of the National Association of Housing and Redevelopment Officials and the New England Chapter of the National Association of Housing and Redevelopment Officials. She is the recipient of the 2013 Section 8 Administrators Association Award for Service to the Association and the 2015 First Justices’ Award for Pro Bono Excellence.

Cancellation Policy: MassNAHRO must receive written notice of cancellation at least eight (8) days prior to the event.  Refunds will not be given in cases where a registrant cancels less than eight (8) days in advance or fails to attend.  When payment is not received prior to the event, registrant is responsible for the full registration fee if written notice of cancellation is not received by MassNAHRO at least eight (8) days prior to the event.  Registration fees can not be applied to future training or events.
